KLX 125 Carb leak????

I have a klx 125 that is leaking from the bottom line coming from the carb. What exactly does that bottom line do/ go to. It looks like its routed to the bottom of the bike as some kind of overflow but when the bike was being ridden it acted like it was half starved and minutes later was spitting gas out of that tube onto the ground. I am guessing that is the overflow and that the float is sticking which is causing the bowl to overflow. Would some sea foam in the gas maybe help clear this up. Now that i get to thinking i can think of several times that this has happened and i blamed it of rattling and leaning the bike.
