need help with forks

i bought my bike a few weeks ago and front suspension was really hard i got under forks and skrewed the thing out to mnake it softer took the bike for a ride and forks are going down but not rebounding back up, there is also a fair bit of fork oil on bottom of my forks does anyone have any ideas what is wrong or anyone with a 1999 rm 250 help me out with suspension telling me what all teh screws do as i ahve no owners manual and never ahd a bike with upside down forks before

On that bike the rebound adjuster is on the bottom and the comp. is located on the top.

i was told today it means my fork seals are buggered and need to get them replaced can anyone verify this?

Fork seals are only buggered if they leak.
