Need info on how to make a KDX legal in New York

I tried to register my KDX for the road at the local New York DMV, but got denied. They said it could only be registered as an ATV. I heard & read about Vermont giving road plates for dirt bikes. But some type of limitation, only 300cc or bigger. Anyone got any info on it.

Register it in Vermont!

Less than 300cc they will plate, but not title. The forms are on the dmv website. You will have to pay sales tax (even if you've already paid it to NY).
