Giant Omnibus Bill Goes Down by 1 Vote!!

Dear BRC Action Alert Subscriber,

Greg Mumm, BRC's Executive Director, just called me from Washington D.C. He told me that the infamous Omnibus Public Lands bill, commonly known as "S. 22," failed by 1 vote in the House.

The Omnibus Public Lands Management Act of 2009 had been fast-tracked through the U.S. Senate and had been expected to pass the House earlier today. Tell me one vote doesn't count! The bill is over 1,200 pages long with over 160 different bills, designates 2.2 million acres of Wilderness, identifies three new national parks, 10 national heritage areas, and designates over 1,000 miles of wild and scenic rivers.

We'll have details later. Thanks to all who made calls and emailed on this bill.

All I can say is, WOW.

...and What next???

Our local clubs and organizations need to step into the vacuum and start making their own plans for land management. Plans that fairly balance land and wildlife conservation with responsible recreation useage. Step in where the Sierra Clubbers are and get busy making some positive improvements. Right now the land grabbers have everyone's ears. It's time to get in there and steal a few ears.

March 13, 2009 – On March 11, 2009, the House of Representatives failed to pass S. 22, the Omnibus Public Land Management Act that would ban OHV access to over two million acres of public lands. ARRA members sent thousands of letters to the House opposing this legislation. We commend you for your hard work and dedication!

As you know, this legislation includes 160 public lands measures including the National Landscape Conservation System (NLCS) Act. The bill would create more than two million acres of wilderness while authorizing dozens of studies for potential parks, protected rivers and historical landmarks in addition to statutorily establishing the NLCS. The NLCS consists of 26 million acres of specially designated Bureau of Land Management lands and if codified by law would almost certainly lead to these lands being managed in a more restrictive manner.

Though this is a positive step for OHV access on public lands, our work is never done. While the bill failed to pass, a majority of Representatives voted in favor of passage by a count of 282-144. Since S. 22 was brought up as a “suspension bill” to thwart the possibility of amendments, it needed a 2/3 majority to pass. The House may decide to bring this bill up again in the coming weeks and allow amendments to be introduced in order to only require a simple majority for passage.

ARRA will again ask for your help if this legislation comes up for another vote. Remember, it is more important than ever for you to stay involved and urge your Representative to oppose this NLCS legislation, as this victory demonstrates that your voices are being heard.

Every Senator must know to vote "No" on H.R. 146!



Omnibus Public Lands Bill to be Voted on Monday, March 16!
Call your Senators NOW!

The American Motorcyclist Association urges everyone to contact their Senators to vote "No" on H.R. 146, the Revolutionary War and War of 1812 Battlefield Acquisition Grant Program. This bill was formerly known as S. 22, the Omnibus Public Land Management Act of 2009, which would prohibit all motorized vehicle access including motorcycles and ATVs on over 2 million acres of public lands. As you may know, S. 22 was defeated just days ago on March 11 in the U.S. House of Representatives.

Now, following defeat of the bill, the U.S. Senate leadership is expected to employ a little used parliamentary procedure that allows them to overcome the outcome of the House vote on S. 22.

The U.S. House of Representatives preserved your access to vital public lands when S. 22 fell two votes short of the two-thirds majority needed to pass on March 11th. The successful defeat of the bill was only accomplished after thousands of concerned individuals, like you, contacted their Representatives to tell them to oppose the legislation. However, the Senate Leadership wants to try and un-do that success by bringing the bill back as a 1,300 page amendment to an unrelated bill for a vote as early as Monday.
