Pipe for a WR 250F

I'm thinking of buying my riding buddy a new pipe for his WR 250F for X-mas.

I saw one with a White Brothers pipe at the local shop. It sounded sweet and I was wondering if it's the way to go. Any thoughts on pipes would be appreciated.

Also, does the White Brothers (or any other pipe) make a big performance difference. My buddy is tired of getting smoked by my KDX 220 :)!!! Finally, will the pipe make the bike harder to start. I get bored of doing donuts/wheelies around the rig while I wait for my buddy's bike to start.

i gotta buddy who will be selling a big gun quiet race series when he sells his wr250f, adds power & makes it much quieter (i know b/c i sold it to him), dunno the price yet, lemme know if interested.
