Power valve set up...NEED HELP!!!

Hey...im doing a top end rebuild on my bike...a 1986 yz125....does anybody know how to adjust the power valve, so that the power valve is open at high rpm? Im asking this because i noticed a small hole in the cylinder, and a hole in the linkage arm, does this have anything to do with the setup?

I believe the same power valve was used from 83-93 on the yz125 so if you have any past experience you help would be greatly appreciated.
