i would define it as the range of power, i.e. degree of effective propulsion throughout the rpm range......or when the bike kicks you in the seat of your pants

Depending on the bike, it's that point where the bike wants to rip right out from under you!

If you are new, and you twist the sh!t out of it, the point right before you are laying on your a$$ on the dirt is when the you hit the powerband.
