Question

I know you hear that if your not using all your suspension
then your not set right,but for woods riding if a bike had
300 mm of total travel and 100 mm of sag if you used all
of it you would just be pogo ing back and forth as you go
wouldnt you.So is the best suspensions that we see the
pros use for woods only using 100 mm of the travel or all
of it?that is my question.

I guess I am asking is it best for any suspension to only use from a third down to two thirds
down as a working range so the oscillations are smaller and can react quicker.

You want to use most of your suspension most of the time, however on some tracks eg mud ,soft dirt etc, you dont want too soft suspension, as like you say it will use alot of travel and make the bike harder to ride due to large changes in chassis angles etc.
