I just noticed my shifter shaft on my 98 xr400 is leaking oil a little. I need to know if i can replace it without having to split the cases. Can i just yank it off by sliding it over the shaft(probably destroying the seal in the process) and putton the new one on the same way? I remember on my old xr200, the countershaft sprocket seal could be changed like that. hopefully its the same for this. thanks.

Yes you can change the seal with out splitting the cases. I have done it on many bikes. The hardest part is getting the old seal out. You have to use a small screw driver to pry it out. Use a piece of metal tube that fits over the shift shaft to tap the new seal into place.

getting the old seals out is a snap, you can use screws(sheet metal) and attach hooks, straps etc and pull out the seal.
