On September 22, the House Resources Committee reported out a major rewrite of the Endangered Species Act. The legislation, H.R. 3824, The Threatened and Endangered Species Recovery Act, represents the first serious attempt by Congress to update the ESA Act since it was enacted more than three decades ago.
The reform of ESA is important to ARRA members because in the past, OHV recreation has been adversely affected when the Act has been used to place off-limits massive areas of public and private land due to habitat designations/restrictions. Hopefully, the revised law will ensure that more scientifically based judgments will be made before making such determinations.
H.R. 3824 will be going to the floor of the House for a vote on either Wednesday or Thursday of this week and it is important that ARRA members be in touch with their elected Representatives urging them to support passage of H.R. 3824. Out of respect for those House members who are dealing with difficult constituent issues relating to Hurricane Katrina and Hurricane Rita, ARRA WILL NOT be forwarding messages to House members representing the States of Alabama, Mississippi, Louisiana and Texas. However, House members from the other 46 states need to hear from ARRA members ASAP!
