Don't know about the origin of Hare Scramble, but I will make a guess. In the early days, MX style races lapping a course for a set time period were often called scrambles, while the Hare & hounds were longer cross country races.
So a Hare Scramble would be sort of a combination of the two - intermediate length course, running laps for a longer period than a scrambles.
