'03 KX 250 forks

Can anyone tell me what size forks are on this machine....?

I am also going to have to replace the seals, do i need the "special tools" or can i get by improvising? any advise is appreciated.

they are the 48mm like the 05 kx 125 and kxf, do a search on fork seal tool and you should get the info on how to make one.
