1982 xr100 still running rich (have pictures)

I just bought new float and jets but its still smoking. it's not oil, I know this because,one its a grayish blackish smoke, and two the plug reads fouled. it comes out charred like charcol.
the other thing is when i start it it won't idle and when i rev it it will smoke then die down but if u rev it and keep it in one spot ( preferably higher than idle) it will smoke at first then die down but either bringing the engine back down or up will cause it to smoke again. Another thing i noticed is that when i turn on the fuel(reserve) the carb will overfill a little because fuel comes out the tube on the bottom of thefloat bowl when the drain plug is all the way in. Does having it on reserve cause it to overfill? i dont see how when i never put fuel in it thats enough to be used when the petcock is in "on" position.
I havent yet to adjust the float level because it seemed right when i measuerd it, 12.5mm. how do you measure float level exactly? The book says to turn the carb upside down but not to press the float down and measure from the middle but the carb they showed was an older rounded float, mine is at an angle when not depressed on the float valve.

having the petcock on reserve or on will have no bearing on the carb overflowing.
I can't help with the specifics on measuring your float level. But, If the measurement of the float is correct and you are still seeing overflow, you might have a bad float bowl needle valve or seat.

i adjusted the float today and it made a diffrence but it stills smokes, i guess itl never stop smoking so ill have to get as close as possible. i adjusted the float to 13mm and set the main jet from 95 to 92 it helped but its still spraying a little gas out of the carb, its like a fine mist and i can see it kinda gurgling out of the slide then after running it a while a fine smog ends up coming out like evaperated gas is this normal? i keep droping the float but it's still doing this, and the manual also says to bring the pilot 2 1/2 turns out start it then slowing tighten the screw until the engine dies then back out one full turn, i do this but the bike doesnt shut off it just picks up idle speed when its all the way in. any ideas?
