97 cr250 powervalve

hi, I just bought a 97 cr 250 and it didn't seem to have good power on the top end. I removed the cover on the left side of the motor to check if the power valve was working, it was in the L position but didn't move when i revved it. I took the top end off and cleaned the valve but still no luck, I then took the right side cover off and everything seems good down there. SOMEBODY PLEASE HELP.
How do i know if the govener is working properly, and also how easy should the exhaut valve move to the high and low position by moving the linkage in the bottom end?

A common mistake is not connecting the actuating rod that runs down the right hand side of the cylinder to the actuator on the bottom end. The rod has a fork that connects to a "nipple" for lack of a better word. That rod causes the pv to open. If you can rotate the actuating rod by hand, its probably not connected. When connected, the two pieces meet at approximately a 90deg angle.

The part I'm referring to as the acutating rod is called the shaft if you click HERE Then go to exhaust valve. See Part #14. You can see the part it connects to on the bottom.

I'd check that first.

Also check for carbon build up in the slot on the center exhaust valve. If its gunked up it wont let the valve travel properly to open and close or may let it only move partially.

it is hooked up right. i have the top end on and the side cover off. i can move part # 13 in and out with my hand and it open and closes the power valve. could the govener be worn out?
i also cleaned it the best i can. There is no carbon build up in the slot of the center valve. Does the motor have to be really screaming to open the valve?

Could be worn out, broke, even non-existant. If you're sure its hooked correctly up its time to dig a little further.
