CR 250 forks.... Special tools??

Im getting ready to put new fork seals in my 93 CR 250 and while reading the procedure out of my service manual it said i needed a fork damper rod holder. What exactly is it for? Can I do it without one or can I monster garage something else to work that's cheaper than having to buy a tool from honda?
