I just put a kx500 rear fender on my 90 kdx200 and when I start the bike the headlight bulb frys out . I looked for a short or a ground in the harness but everything looks fine. I did cut the wires to the rear tail light .I don't know !!!

Well, you messed something up! Back track and trace every wire you messed with. Use an ohm meter (every multimeter should have one) and check for what is grounded/shorted that shouldn't be.

what should i do with the wires that i cut from the tail light? the only thing i did was cut them and tape them off . could that ground not being hooked up have something to do with it?

Possibly but I doubt it. Check for pinched wiring between the fender and the frame and make sure when you taped up the wires you didn't tape them in such a way they make contact with each other electrically.

I'll check that . Every thing worked fine until I cut the wires so it has to be something with that. Thanks

What did you do with the voltage regulator that was originally mounted to the airbox lid?

If you removed the regulator, that will make it more likely you will blow a bulb. On bikes with tail lights, it's usually the tail that goes.

the regulator is still there it is mounted to the frame under the seat. would the bulb blow from taking the tail light off? that would send more voltage to the headlight woulded it?

That would be the first thing I looked at. Try hooking up the taillight and starting the engine......

I figured it out ! when I cut out the taillight the regulator was no longer hooked up . I just wired it back in and presto it works agin . I would not have realized it if I didn't pull the harness apart. Thanks every one for the help.
