a friend of mine is selling his 2001 rm 250 its in real nice shape and runs like a clock but it has a few minor problems, the kick start lever is cracked and will need to be replaced or possibly welded, the rear shock is blown, the left side of the fork leaks a small amount of oil, and one of the chain tensioner bolts has snapped, and he shaved the seat down like a retard so i will have to buy new seat foam. it has a bills pipe, vforce reeds, and renthal fat bars. he said that he will let it go for 1300$. fair price?

Those "little" problems would raise a red flag to me as to how good his regular maintenance habits for the bike were. Each market is somewhat different for what price used bikes will bring but when the costs of the repairs are factored he isn't giving the bike away. If there are no other hidden issues you could likely repair all the issues and still have paid a fair market price for the bike.
