Honorable Patricia Birkholtz,
I'm writting you today to ask for your support and the submitting
HB4323 to the Natural Resource Committee members for passage.
The bill as written has the potential to improve the economic
climate
of the communities in the Norhtern Lower Peninsula of this great State.
By allowing the Off road community to travel the county roads to
obtain
access to food, fuel and lodging, we could provide economic relief to
the
areas that have trail systems in their boundaries.
As for damage to the roads and possible ecological damage, the bill
provides for heavy fines and restoration cost to violators.These moneys
split between enforcement and County road Commissions.
The counties
that
already enjoy this privilege have shown little problems and less
illegal
riding and has been endorsed by the County Sheriffs Association.
The benefit to the Department of Natural Resources can also be seen
with the requirement of all ORVs using this must have an ORV sticker
that
helps pay for trail system and administrative cost of the department.
I'm proud to be involved in one of the only land use groups that
have
remained 100% paid for by the ORV users and not by the use of public
funds.
As a member of the Michigan Conservation Summit and a member of the
Forest Management Advisory Committee I feel that the liability to our
forests and their conservation is minimal at best and a positive move
forward to help control the illegal riding that threatens the
Certification of our forest and wood products.
I have had the pleasure in the past to work with you on other orv
legislation and look forward to a continued relationship.
