New CR250 2003?

Hey gang my friend installed the following on his 2003 CR250
Pro Circut Pipe and Silencer, piston/rings, reeds, new plastic, tires, clutch plates, and filed his basket. That's what I ment by new...lol My question is why the lack of power? It will run fast and has juice but just not as peppy as a 2 stroke can be. My first thought is the power valves. I think I read some where that the power valve on that bike needs to be tighten because they strech get loose or something not sure. You guys have any thoughts.

some pipes will need a little richer jetting and the pipe may have shifted the power range higher... I think that model has a cable controlled power valve, so check it. pull the reed block to see that they will seat and arent chipped
