Siezed spokes

I've tried WD,  sprayed the nips with WD with the tire off.  Torch.  No go.  Do I have to cut these off? 

The spokes twist with any real pressure, they are all on the loose side.  Therefore I'm afraid to crank on them for fear of them breaking.

Who's got  black excel rims cheep?  :think:

I found my angle grinder really good for removing stck spokes.
Try a set of vice grips to hold the spokes first.
