Proportionally, it's about the same as mine. I noticed that you have Roadrunner, I have Earthlink via Time Warner (Roadrunner). Probably no coincidence. If you look at all of the rest, about half of the results show upload speeds that are significantly lower than download. I am pretty sure that it is just the ISP's holding the upload speed back.
