In the process of finding a repair manual on this bike. But in the meantime can someone explain how the cam chain tensioner on a 2000 XR200R is supposed to work. There is a 10mm bolt that threads into the top of a 14mm bolt. What is the procedure for using these to adjust the cam chain tension?

According to my Genuine Honda XR200 service manual, you start the bike and let it idle. Then you loosen the larger bolt. The tensioner will then take up the slack in the chain. Tighten the bolt again when you're done. Do not loosen the smaller bolt.

Now the important question. What does the small bolt do? If you have loosened it or removed it what are the consequences.

Its been a while since I've done an XR200 top end, but if I remember right removing the top bolt enables you to slide a small screwdriver or something of that sort down inside the case to release the tension on the cam chain. Simply loosening or removing the small bolt does no harm, though.
