is it normal for an xr600 timing chain to make a slapping noise
at low revs? it doesnt do it all the time, the dealer says this
is normal. does the auto. chain adjuster need to be replaced?

Recently, one of my riding partners chain got so lose it jumped tooth and toasted the top end. ( XR280). Reccomend you replace asap.

If the tensioner is no longer taking up the slack, the chain is stretched beond its limits, replacement of the chain is overdue.

It has been my experience that when it comes time for a new cam chain, the tensioner is usually pretty grooved and needs to be replaced as well.
