Need 2 stroke help. I normally ride a WR, but picked up a 96 YZ 250 to play with. I replaced the top end, added new Boyesen super stock reeds, and a new plug. I have verified the jetting is back to stock. I have to kick the bike at least 5-6 times hot or cold. It seems to help if I hold the throttle wide open. It runs awesome once it gets started, and does not smoke or idle rough. Throttle response is very crisp, but somthing has to be off for it to be so hard to start.

I had the same issue as you, most likely technique:

I'll quote the important part:

Definitely was technique. Spent all day riding yesterday and I never had to kick more than twice. I just slowly push the kicker about 80% down then lift it back up and give it a nice hard kick and boom it starts right up.

My guess is it needs the full up and down stroke of the piston for it to fire up, but once you learn the technique its easy as pie.
