04 husky wr250 power valve - exhaust valve install question

Here's a quickie.

Should the 2 bearings on that sit on the exhaust shaft fit loosely on the shafts. Seems as though the shaft spins freely inside without spinning the bearings. I tried new bearings as well. Just want to make sure there are no tricks prior to slapping everything back together

How much side to side play should there be?

also the exhaust valve bearings once everything is assembled can be easily pushed out by pushing on the ends of the exhaust valve and pushed back in by hand - is this normal?

Are they badly alighned or too tightly torqued down.Check this 1st.Never had any cause to remove them on my previous 250's. Has a WR & a CR version.
