My front rim is dented on the disc-side... I've used a rubber mallet, and a block of wood and ball-peen hammer to try and remove the dent, however I can only get it out so far.

This is a chrome, steel rim, not aluminum...

What's the best way to remove the dent without taking the tire completely off the rim?

If it's not so bad that the tire bead comes out or if it doesn't vibrate too much on high speed flat stuff then I'd just leave it alone.

What's the problem with removing the tire from the rim?

I would think that you would be able to do a much better job banging out the dent if the rim was braced against something solid instead of bouncing off the tire.
