There is only one situation when I feel it is appropriate to "shut 'em out". That is when the conditions on a clay based trail system is such that damage is very likely to occur. I also feel there should be a dedicated "rooting" area where these folks could play and do all the damage they want. Maybe. However, if we can bulldoze trees and build anything at all near wetlands, streams, etc., we can certainly address environmentalists’ issues. The same dedicated area could be managed for runoff, sediment control, and erosion, etc. by the use of buffer strips and sediment control techniques just as they do anywhere else where this is a concern.The environmentalists would have a field day with that.
