Replacing KIPS; cannot line center valve flush

89 KDX
The top end is still on the bike. I have only removed the cylinder head, and the actuator arm. I am replacing the rod, left valve, right valve, and idle gear valve. I have taken the cover off the front for the main center valve, above the exhuast outlet, but the valve doesnt slide out. I have been fooling with the rod and the main valve, trying to line it up correctly so when the rod is pulled out to the right, the main valve is flush with the cylinder. However when I think it is lined up correctly, I pull the rod to the right all the way and the main valve isnt flush, it is turned a little too much. How can I get this right?
