I have a 96 Rm250 that will not crank without starting fluid.Once it turns over as long as the engine is warm it will start back up within 3 kicks but when it cools down it will not start without starting fluid.Any ideas?

Two very common causes of poor cold starting are:

1) The reeds are warped/cracked/chipped. Inspect and replace if necessary.
2) No compression due to a worn out top end. If compression is too low, you probably need rings and a piston.

I'll check the reeds but how do you check compression? It is still hard to kick, I think compression is good.

I've got a bike that wont start while cold if you kick it hard. If you're gentle, it will fire up on the first or second kick.
