help! cousins new bike has stuck forks.

Hey, guys my cousin just got a 98 cr 250 for dirt cheap, and we went riding yesterday. After our first moto he complained about how stiff the front was. so we went to move the compression clickers and they were set all the way soft. then we went to adjust the tension clickers and they were all the way soft as well. so I got on the bike and tryed to bounce the forksa and they would stick at the top of the travel unless I realy bounced on them :yikes: . He said that hitting the big stuff the forks seemed to work fine but he said the little bumps killed him.

What is wrong with the forks?

what do we do to fix them?

I was reading another thread on a 99 cr 250 that sounded just like my cousins. Here is a dumb question. How do you drain oil out of the forks?
