Hi, Lo speed comp on Shock

Hi, I feel very dumb to ask that but... I always thought that on my rear shock you adjusted hi speed with the screw clicker on top of the shock and the low speed was adjusted with the 17 mm nut-collar around the screw. Well my honda manual (00CR125) says the opposite. They say tha low speed is the center screw, and the hi-speed is the 17 mm collar around. Please just tell me what it is, so that my profoung confusion can dissipate. Thank you very much!!

Wow, I understand why I couldn't get my shock to work good in whoops. The world just opened!!!

I noticed when I turn the 17mm nut, the screw also moves. Is this correct? What are the proper steps to adjust each.
