As far as I'm aware the shock for a 2001 CR500 is a 46PRC which just has the usual low speed compression and rebound damping, the high speed being internal adjustment of the shim stacks.
Although my bike has the powerlpant of a CR500 engine, the frame is Cr250 (2001 model), Therefore the shock in my bike is a 46PRX not a 46PRC as you thought.The shock definetly has an external high and low speed adjuster.

The low speed works in the usual manner i.e. needle and orifice and the high speed works by varying the size of the orifice into the oil resevoir.

The low speed works against a needle but also has a shim stack that can "blow off" It tends to moderate marginal settings. The high speed works buy tenstioning a stack of larger area. It uses a spring and a tension ring to effectively increase or decrease stack stiffness.
