my 00 cr250 currently has 14/54. i dont think i have the right set up i dont trail riding only. adding in the front is the same as taking out in the rear??

Adding in the front is like taking out in the rear, yes. Going down 1 tooth up front is like adding 3-4 teeth on the rear though. Dropping teeth on the front or adding on the rear will make for more low end grunt, and a bit less top speed. For trail riding you may want to drop a tooth on the front and keep the 54t rear.

FWIW, your bike was probably 13/50 stock, so your overall effective gearing at 14/54 is very similar.

I ran a 13/49 or 13/50 for trail riding on a '99 CR250R, set up for low end grunt. 13/50 was stock gearing on the '99, and 13/49 was stock on the '97, both of which have similar engines and transmissions to your '00.

If you go 13/54, you will find yourself not holding 1st or 2nd gear for very long, and doing lots of shifting. And your top speed will be pretty low.
