suspension adjustments

i have a 1980 ts with dual rear shocks. im just checking to make sure im doing it right. on the bottom of the shock there is the adjustment by rotating it. when the suspention is locked up higher it provides a stiffer feeling am i right? or is it when it is lower?

i used to have a bike with the dual shock system, yes the higher the adjustment the stiffer
